Western Union Discriminating Canadians?

Western Union is one of the best-known companies to send money to most countries. On December 2011, Western Union announced the launch of an electronic Affidavit that enabled consumers, who met specific government requirements, to easily send money to family members and friends in Cuba from most participating Western Union agent locations in the United States.

Today, Western Union has more than 260 Agent locations in Cuba and pays consumer money transfers in Cuban Convertible Pesos across Cuba.

While anyone in United States and Europe can send money to family and friends to any location in Cuba using Western Union, Canadians are restricted to send money only to the Guantanamo US Military Base. Can my family and friends stop by the Military Base to pick up the money? I don't think so. What's the reason behind this? A memo never delivered? A punishment to Canadians?

It doesn't make sense at all, but where is the common sense these days?
